  This is a crime against all the residents of our apartment–NOT LOCKING THE DOOR with the top lock in our BANDIT-RIDDEN PETERSBURG!!! The lower lock can be opened with a nail. How can you forget to lock the upper lock!!! And when you go to take the trash out, it's crucial to lock the top lock.
